From the Department of Homeland Security 2006 National Infrastructure Protection Plan:

Threat
. The intention and capability of an adversary to undertake actions that would be detrimental tocritical infrastructures. In other words, it is the intent and/or ability of individuals or nature to degrade or destroy people, physical assets, operations, or systems.

Vulnerability
. A weakness in the design, implementation, or operation of an asset, system, or networkthat can be exploited by an adversary or disrupted by a natural hazard or technological failure. In other words, it is a weakness within a facility, operation or system that renders it susceptible to degradation or destruction by the source of the threat.
•
Risk
. The expected magnitude of loss due to a terrorist attack, natural disaster or other incident, along with the likelihood of such an event occurring and causing that loss. In other words, it is the expectation of probable loss resulting from a threat or incident.
